Canton and Macao Steamers Agents do not

issue shipping orders for merchandise shipped by

these vessele the goods are taken on board and the Compradore "Chops" receipt and issues consignees

letter. In the case of these vessels Freight List

should be examined periodically.

Since the above was written a deputation of the

principal shippers accompanied by Dr. Ho Kai, callad upon the Superintendent to protest against the production of the shipping

orders. After much discussion it was pointed out to them by the

Superintendent that there was no intention whatever to hamper trade and that since they had to obtain such shipping orders before they

could affect shipment it would entail no hardship to present that

document with their requisitions to export. They made no further

objections and left quite satisfied with the assurance made by the Superintendent that there was no intention to enforce vexatious

regulations.

I have found out that the reason applicants object

to produce shipping orders with Requisition Form No.8 is simply because they do not wish to be made responsible to the Superintendent for any offence against the Ordinance. Requisition Form No.8 is made by the Licensed Warehouse keeper for a quantity of wine purchased by an outsider; the warehouse keeper had nothing to do with the shipments, once the liquor has been removed from the warehouse by the purchaser his responsibility ceases, hence the

objections raised as to the production of the shipping order.

There is a serious possibility of fraud which must not

be lost sight of in the receipt brought to the Superintendent as proof of shipment af liquor according to Section 10 (1) & (12) of

ano Ordinance No.27/I have drawn the Superintendent's attention to this.
